Triogue Way, Portlaoise
In accordance with Part XI, Section 179 of the Planning and Development Act 2000 (as amended) and Part VIII, Articles 80 & 81 of the Planning and Development Regulations 2001 (as amended), Laois County Council hereby gives notice of its intention to carry out the following development:

People’s Park to Green Mill Lane,

Laois County Council intends to construct a shared, pedestrian and cycle route from the The People’s Park to Green Mill Lane, Portlaoise. The proposed development forms a key element of the Triogue Way, a key intervention to support a low carbon town. The nature of the works is similar to that previously provided from Summerhill to the People’s Park.
The principal aim of the proposed development is to support and promote more sustainable forms of transport and to enhance permeability and accessibility in and around Portlaoise Town Centre. Road safety is enhanced as the proposed development is largely off-road. The proposed development is specifically targeted to support and promote a safe cycling and walking culture in the urban environment whilst also enabling enhanced use of existing, local amenities.
Laois County Council has prepared an EIAR Screening Report in accordance with the requirements of the Planning and Development Regulations 2001 (as amended). The EIAR Screening Report has determined that there is no likelihood of significant effects on the environment (Article 120 of Planning and Development Regulations, amended 2018). Accordingly, it has been determined that an EIAR is not required in respect of the proposed development.
Any person may, from 11th January 2024 to 09th February 2024 inclusive, apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.
From 11th January 2024 to 09th February 2024 inclusive, plans and particulars of the proposed development are available for viewing and inspection as follows;
at the offices of Laois County Council, Áras an Chontae, JFL Avenue, Portlaoise.
Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development is to be situated, may be made online at https://consult.laois.iebefore 5.00 p.m. on 23rd February 2024.
