In accordance with Part XI, Section 179 of the Planning and Development Act 2000 (as amended) and Part VIII, Articles 80 & 81 of the Planning and Development Regulations 2001 (as amended), Laois County Council hereby gives notice of its intention to carry out the following development:

Southern Circular Road to The People’s Park, Portlaoise, Co. Laois
Laois County Council intends to construct a 3m wide, shared, pedestrian and cycle route from the Portlaoise Southern Circular Road to The Portlaoise Peoples Park. This proposal forms part of the overall Triogue Blueway project. This planning application refers to Part A (Phase 1) of the overall proposed Triogue Blueway route.
The line of the proposed development follows the existing “Downs Lane” through natural woodlands, originating at the Southern Circular Road and terminating at the existing pathway in the Portlaoise People’s Park.
The principal aim of the proposed development is to support and promote more sustainable forms of transport and to enhance permeability and accessibility in and around Portlaoise Town Centre. The proposed development is specifically targeted to support and promote a safe cycling and walking culture in the urban environment whilst bringing additional amenity value to the town.
Details of Construction are as follows:
Construction of a 3.0m wide, shared Cycle/Pedestrian route with associated ancillary works including stone based foundation layers, bituminous surface course, fencing, route lighting, line marking, signage, safety barriers, security gates, paving, landscaping works and any other ancillary works required to deliver the project.
Laois County Council has prepared an EIA Screening Report in accordance with the requirements of the Planning and Development Regulations 2001 (as amended). The EIA Screening Report has determined that there is no likelihood of significant effects on the environment (Article 120 of Planning and Development Regulations, amended 2018). Accordingly, it has been determined that an EIA is not required in respect of this proposed development.
Any person may, from 04th February 2021 to 04th March 2021 inclusive, apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.
From 04th February 2021 to 04th March 2021 inclusive, plans and particulars of the proposed development are available for viewing and inspection as follows;
by appointment only at the offices of Laois County Council, Áras an Chontae, JFL Avenue, Portlaoise from 04th February 2021 to 04th March 2021 inclusive. Appointments must be arranged in advance by emailing dcoss@laoiscoco.ie or by contacting 057 8664000.
Submissions or observations with respect to the proposed development, dealing with the proper planning and the sustainable development of the area in which the development is to be situated, may be made online at https://consult.laois.iebefore 5.00 p.m. on 22nd March 2021.
