Notice of Proposed Development by Laois County Council
 

In accordance with Part XI, Section 179 of the Planning and Development Act 2000 (as amended) and Part VIII, Article 80 & 81 of the Planning and Development Regulations 2001 (as amended) Laois County Council hereby gives notice of its intention to carry out the following development:

Nature of Development

Railway Street, Portlaoise.

The development will consist of the construction of a residential development of a total of 67 dwelling units, consisting of 30 houses and 37 apartments over 3 Blocks, at Railway Street, Portlaoise, Co. Laois with a new access road from Railway Street at the existing entrance to Maryville House and a new pedestrian access path at the existing entrance to Maryville House from Millbrook. The development will also include a new 94 space public car park.

Details of unit types: Apartment Block; 16 No. 2 Bed apartments (total 1,142.8 Sqm). Duplex Block 1; 13 No. 2 Bed units (total 970.5 Sqm). Duplex Block 2; 8 No. 2 Bed units (597.2 Sqm). House Type 1; 16 No. 3 Bed terraced house units (total 1,552 Sqm). House Type 2; 2 No. 4 Bed end of terrace units (total 172.2 Sqm). House Type 3; 3 No. 2 Bed detached bungalow units (total 231.9 Sqm). House Type 4; 2 No. 3 Bed end of terrace units (total 198 Sqm). House Type 5; 6 No. 3 Bed terraced units (total 582 Sqm). House Type 6; 1 No. 2 Bed detached bungalow unit (total 64.5 Sqm).

The development also includes foul and surface water drainage works, surface water attenuation, footpaths, landscaped open space, play areas and dedicated parking spaces for the residential units and all associated site works and boundary treatments.

Laois County Council has prepared an EIA Screening Report in accordance with the requirements of the Planning and Development Regulations 2001 (as amended). On the basis of this Screening Report, Laois County Council has determined that there is no likelihood of significant effects on the environment (Article 120 of Planning and Development Regulations, amended 2018).  Accordingly, it has been determined that an EIA is not required in respect of this proposed development.

Any person may, from 3rd June 2020 to 1st July 2020 inclusive, apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.

Plans and particulars of the above proposed development are available for viewing on our online consultation portal at https://consult.laois.ie from 3rd June 2020 to 1st July 2020 inclusive.  Plans and particulars are also available for inspection by appointment only at the offices of Laois County Council, Áras an Chontae, JFL Avenue, Portlaoise from 3rd June 2020 to 1st July 2020 inclusive. Appointments must be arranged in advance by emailing housinglcc@laoiscoco.ie or by contacting 057 8664000.

Submissions or observations with respect to the proposed development, dealing with the proper planning and the sustainable development of the area in which the development would be situated, may be made online at https://consult.laois.ie before 5.00 p.m. on 15th July 2020.

Laois to be received not later than 5.00 p.m. on 15th July 2020.  Submissions should be clearly marked: Railway Street, Portlaoise – 67 Unit Housing Development with public car park – Part VIII.

Note: Only submissions made in the above manner will be considered as valid submissions for the purposes of the Chief Executive’s Report that will be presented to Council.
