The process of reviewing the Carlow-Graiguecullen Joint Urban Local Area Plan (JULAP) 2024-2030 commenced with the Pre-Draft public consultation stage and the publication of an Issues Paper. The issues identified in the submissions received were addressed in a Chief Executive’s Report and issued to the Elected Members of both Local Authorities. Thereafter the Draft JULAP was prepared and presented to the Elected Members of Carlow Municipal District and the Graiguecullen-Portarlington Municipal District before being placed on public display from the 13th December 2023 to the 5th February 2024.
The Chief Executive’s Report on the submissions received issued to the Elected Members on the 15th March 2024. This report summarises the submissions and observations received during the consultation period, which are set out alongside the Chief Executive’s opinion and recommendations for the issued raised in same.

In accordance with section 20(3)(e) of the Planning and Development Act (as amended) this document sets out the proposed amendments made by the Elected Members of Carlow County Council and Laois County Council following consideration of the Draft Carlow-Graiguecullen Joint Urban Local Area Plan 2024-2030 and the Chief Executive’s Report. Having considered the Draft Carlow-Graiguecullen Joint Urban Local Area Plan 2024-2030 and the Chief Executive’s Report on submissions received the Elected Members of:
- Carlow County Council resolved at a Special Council Meeting on the 23rd April 2024: and
- Laois County Council resolved at a Special Council Meeting on the 24th April 2024
to amend the Draft Carlow -Graiguecullen Joint Urban Local Area Plan. A number of these amendments constitute Material Alterations to the Draft Joint Urban Local Area Plan and accordingly, the proposed amendments are required to be placed on public display for a period of not less than 4 weeks in accordance with Section 20(3)(j) of the Planning and Development Act 2000 (as amended).
Purpose of this Document
The purpose of this report is to help inform and assist the public and other interested parties in consideration of the proposed amendments to the Draft Carlow-Graiguecullen Joint Urban Local Area Plan. The proposed amendments constitute Material Alterations to the Draft Carlow-Graiguecullen Joint Urban Local Area Plan 2024-2030. Carlow County Council and Laois County Council have screened the Proposed Material Alterations and determined that a Strategic Environmental Assessment (SEA) is not required for the proposed material alterations and an Appropriate Assessment (AA) is not required for the proposed material alterations.
The SEA and AA Determinations, the Screening Report for SEA pursuant to the SEA Directive and Planning and Development (Strategic Environmental Assessment) Regulations 2004-2011 containing an assessment of the Proposed Material Alterations and the Screening Report for the purposes of Appropriate Assessment (AA) pursuant to the EU Habitats Directive (92/43/EEC) and Planning and Development Act 2000 (as amended) containing an assessment of the Proposed Material Alterations to the Draft Plan, will be available for public inspection from Tuesday, 14th May 2024 to Wednesday 12th June inclusive.
Written submissions or observations on the above must be received between Tuesday, 14th May 2024 to Wednesday 12th June inclusive.
The Chief Executives will then prepare a further report on all submissions or observations received during the above time period and subsequently submit this report to the Members of Carlow and Laois County Council for their consideration. Having considered the amendments to the Draft JULAP and the Chief Executive’s Report on submissions received, Members of both Local Authorities will make the new Carlow-Graiguecullen Joint Urban Local Area Plan 2024-2030. The new Plan will come into effect 6 weeks after the making of same.

The proposed amendments to the Draft JULAP are set out in Part 2 of this report. They include changes to the text of the Draft Carlow-Graiguecullen Joint Urban Local Area Plan 2024-2030.
